Col.— I have the honor to transmit herewith a report of persons able to work and for whom employment cannot be found. 

This only includes those at this point. I have been waiting for similar reports from the different Asst Supts. I have received none, the Asst. Supts. forwarding no reports. I do not think there are many persons in the Dist. who are not employed. The report I furnish includes all within my knowledge

I have issued such instructions as will secure the reports promptly at the first of each month hereafter.
