1 Proceedings of the Commission ordered by Col. O. Brown Asst. Com'r of the State of Virginia Commission composed of Major J. N. Croft, and Chas. E. Johnston - B. W. Bond appointed Clerk - Commission met Jan 17th 1866 Thos Kavill, being duly sworn, testified - Was not at the fire, being unwell, learned that the fire was in a building occupied formerly as a gun room. Understood the building was used by the Col'd people for school purposes. Is Asst. Engineer of the Fire Dpt. - Heard the building was set on fire - Never heard of any cause for setting it on fire - Never heard of any firemen chopping up benches, & throwing out stoves - Heard fire took place after 12 O.Clock - Heard that the fire broke out the second time - Has been Officer in fire Dpt. since June C. B. Langley, sworn - Is Asst Engineer in Fire Dpt. was elected in June - Know that there was a fire on Sunday morning - Officers are supposed to be present at every fire - Never knew of a case when there was not at least one Warden out. - If no wardens are at the fire, the senior Capt in Fire Dpt. takes direction of the Dpt. -
