floor, second fire on the second floor, neither saw nor heard of any clothing &c being thrown out. Have heard of nothing as to the way in which the fire commenced. I offered a reward, immediately after the fire, of one hundred ($100) dollars for the detection and convictions of the person or persons who have set fire to the buildings lately destroyed by fire in this city. Offered the reward with the consent of the council. Have had that power for Four (4) months. Heard nothing about the way in which the fire originated. Believe the fire to be incendiary. Believe the Police are but little use at fires to citizens generally.

Lives in Norfolk. Is Engineer of Steam Engine, Q.M. Dept, Have firemen and Driver under my control. Fire at Concert Hall occurred at about 20 minutes before 5 o'clock on Sunday morning. Was aroused by private watchman. Found fire in the upper part of the building. Took engine to the back part of Mechanic's Hall. I have to stay at the Engine. Capt. Quinn has charge of the fire. I work the Engine and have to stay by it. In 10 minutes, after being in the house we were called out to the second fire. Never heard anyone speak of the cause of the fire. Not that they
