The beats are numbered from one to eight. The entire force is put out at 8 O'Clock. They report to me at 7 O'Clock, When a fire breaks out I repair to the fire to keep order, preserve property &c. A Watchman is placed over such property. I was at the fire, but there was trouble in getting water — Went to the second fire & found it burning bright.

I saw benches thrown out of windows, Heard a young man remark Damn it let her go He was drunk— Think a better police necessary. We have no police at all
