In reply to your letter of inquiry in regard to the character and abilities of Geo. W. Cook and the necessity of his being appointed to practice in the Bureau Courts  I have the honor to state that I really know but little about Mr. Cook only that he is a colored lawyer in practice in this city in the lower courts  Is naturally a man of some points, but has not enjoyed the benefits of a thorough education  Should think him deserving of confidence and a fair representation of his class & color

But do not see the necessity of an appointment from the Bureau to enable him to practice in the Freedmens Court as he already enjoys that privilege and will unless he shall so conduct himself as to forfeit his right to do so.
