Gen. O. O. Howard,

Dr Sir, I have been practicing at the Freedmen's Court for about eight months as Counsel for Freedmen, and have volunteered, without pay, in a great many cases, and as you are no doubt aware, numbers of the Freedmen are too poor to pay for Counsel. Allow me to ask if justice does not demand that there should be provision made for such cases- should it seem proper in your judgement that such a provision should be made - and to save me from intruding myself upon the Court, as a volunteer, allow me to respectfully ask the appointment to attend to the cases of Freedmen in that Court - I beg leave to refer you the Hon: Chas. Sumner, M.C. and the Hon: B. F. Wade, M.C.
I am sir with great respect your humble svt:
G. W. Cook
Atty: at Law.
