Reports as follows.
A want of confidence exists and but few contracts are being made. Attributes this to an unwillingness on the part of the whites to pay the negroes for labor in '65. The negroes wish to contract for a month — whites for a year.

Magistrates refuse to notice the arrest of Freedmen - and because of the removal of troops - the arrests of disorderly freedmen is a difficult matter. County court has made no provision for a "jail" or the support of the poor.

Reports incendiary speeches as having been made in Fluvanna County - and notices of Asst Assessor Int Rev - have been torn down, Report not encouraging.
