I opposed that on the ground that Mr. Weigel was not a citizen; not being here long enough since he was mustered out of service to become so, again because he was an employee in the Bureau. But while I was absent, being sent for to go to Williamsburg they elected him; said if they could not have him they would have no one.

Now I want to know if there is any objection his election. If so let me know it by return mail. And if there is, is it it possible for them to have one of their own color. If it is I hope you will favor it being done.

Mr Norton, who was elected "agent" in Yorktown, has just returned from Washington, and says he talked with General Howard's Assistant - the Genl being absent - and was told if it was the choice of the Colored people that he should be their "Agent" there was no objection.

Very Respectfully Yours
R. Churchill
Asst. Supt 9th Dist.
