Richard Flemming states that he was a free man. That he agreed to work for Dr. Wilkes for the usual wages & that he did not consider the assurance of Maj Winn as applying to him

If this statement is correct Lieut Wilson will review this case, returning this paper with his decision entered hereon

Respectfully returned to Gen. O Brown Asst Comr. I have reheard this case and am still of the opinion that if there is justice in withholding wages on account of infidelity to contracts, I am justified in so deciding in this instance.
