Captain:
I have the honor to make the following report in compliance with Circular No. 10 H'd. Qr's. Ast. Com, Dept. of Va. dated March 12th 1866.

There has been no notification received by me of any trial by the civil Court of King and Queen County, where the Freedmen were in any manner concerned.  In regard to the treatment they receive, I would state that it seems to be the disposition of the people of that County, to look upon them as if they thought they had no rights, and there seems to be a great disposition to bear them down; though some are willing to assist them in obtaining a livelihood
