General,
In accordance with instructions from your Hd Qrs dated May 17th 1866 I proceeded to Portsmouth Va and investigated the shooting of a col'd man by the name of Samuel Ellis a discharged soldier from the 1st U.S.C. Troops.  He (Ellis) was shot on or about the 7th day of May 1866 between the hours of seven and eight o'clock P.M. by a White man named Kett Diggs who keeps a Grocery Store on the cor of South and Court Streets Portsmouth Va
   
The said Ellis was running from a house which was on fire, and was ordered to stop by Wilson B Lynch a Policeman - who said that Ellis had stolen a towel - tray -
