General,
   I would most respectfully report that I have attended all the Courts both at Portsmouth and Norfolk and also at  Major J. R. Ludlow Court.  It seems to me that he does as near right with  the col'd man as any person, I have seen in this part of the country.  he listens to them with patience and attention and seems to treat them kindly.
   In Friday and Saturday last, I visited Mayor Whites Court at Portsmouth.  he had quite a number of col'd cases.  A man (col'd) by  the name of Jas Tenner was brought up for having two wives.  the mayor decided that he must live with the first one as she had no children by him and if he was brought before him again
