I also visted Norfolk City Jail Yesterday the 3rd inst - Genl Terry's order 46 from the War Department - releasing all prisoners now confined over six months - some eleven were turned out of jail - there is a large number of col'd people confined mostly for misdemeanors - the jail is very filthy and the prisoners complain of the bad odor from the filth. - Jacob
