I have the honor to report that in accordance with Special order no 116 Hd. Qrs. Asst. Comr State of Virginia, dated Richmond July 30 1866, I have this day assumed charge of Freedmans affairs in Sussex County in addition to my duties as Asst. Supt. of Surry County.

Said order no 116 directs me to move my Hd. Qrs. to Sussex C.H. some forty miles distant from Surry C.H. and near sixty miles from the remote portions of Surry County.  

I believe that the most efficient method of discharging my duties in both counties would be to alternate between the two court houses - say by remaining at Sussex the first two weeks of the month and at Surry the last two weeks - and I respectfully ask to be informed whether such an arrangement would be sanctioned by the Asst. Comr. and yourself
