Sir:

I have the honor to report the following occurrence and to ask instructions in regard to it.

While sitting with A.A. Surgeon Barber of the 12th U.S. Inf'y. at his quarters this P.M. I noticed some soldiers of the 12th U.S. Inf'y, two of whom were with large stones, stoning the shop of a colored shoemaker, while a third was chasing a colored woman in the street.  I immediately ran down there & asked the men what they were about!  They made an insolent, and I then ordered them to the guard house, telling that I was Provost Marshal, they refused to obey.  I then went to the guard house, telling that I was Provost Marshal, they refused to obey, I then went to the guard house, and ordered the Serg't of the Guard to arrest them. He refused to recognize my authority, I then told him that if he [[strikethrough]] refused [[/strikethrough]] did not obey I should hold him responsible.  He then
