To Gen'l O Brown Commissioner for Virginia.

Your Petitioner William H Curtis would respectfully represent that he is the administrator of H. C. Howard died late of the County of Elizabeth City. That said H. C. Howard died in 1862, seized and possessed of a certain tract of land containing ninety six acres, bounded by the land of A Booker. John Armistead, and the main road - also one other tract of land, containing One Hundred acres, and bounded by the above mentioned and described land, and the main road. 

Your Petitioner would further represent that no proceedings have been initiated against said property in the U.S Court. That your Petitioner has taken and subscribed the Oath as prescribed in the Presidents Amnesty Proclamation of May 29th 1865, and that he is not embraced within any of its excepted classes. That no Freedmen above the previous shall not be relocated before the end of the year, and most of the land will be rented to each as are good tenants and desire to remain for the succeeding year. In conciliation of the previous your Petitioner would respectfully ask the restoration of said property.
