I had the honor to receive your letter of 10th inst— saying you were instructed by the Major General Commissioner to enquire by whose authority the clerk of Portsmouth requires the payment of a fee for the examination of the records in his Office. 

I would respectfully state that his Office is a fee Office and that he is entitled to a fee by law, ten cents, for every book you look over.  Some times I would be obliged to look over them two or three times per day and very often more than that. In cases of Col'd prisoners. having been committed of offences. that would require my,
