Busby Asst Sup't Sub Dist of Northumberland and Lancaster Counties for report James Johnson Major V. R. C. Sup't &c. E and M P. 286 Recd (H) Dec 20 /66 Heathsville Va Dec. 22nd 1866 Respectfully returned with Report that the within mentioned Indenture was cancelled by me. Dec 1st 1866 for the following reasons. It contained no provision for feeding lodging or clothing the children. It did not stipulate that they should receive any education or even that they should be well treated. I was satisfied from my own observation & from the statements of the children and others that their treatment by Mr Cundiff was unnecessarily harsh.
