Respectfully returned to Col O Brown, and his attention solicited to the following statement, viz.

The within named employee is an absolute necessity to the Hampton Hospital. He was formerly a U.S. Hospital Steward, I am informed, and after going out of the service, was  retained by the authorities of the Dept Va. in the Hospital at Hampton at $50. per month, and a ration.

Where the hospital was turned over to the Bureau the Surgeon in charge agreed to give him the same pay if he would remain. This I disapproved of - and said that the highest terms that I could approve would be the pay of a White contract nurse (He is white) which is $24 - and a ration a month - After some hesitation, and being earnestly urged to do so, he remained. He is a very efficient man - acts as steward, commissary &c of the Hospital - and with the large field of duty of the Surgeon in charge at Hampton; Newport News &c. really saves the necessity of a second officer in the District. It is an absolute necessity to the Service to have some one reliable person at these Hospitals for the good of the Sick & and property.

In other [[strikethrough]] Districts [[/strikethrough]] States I am informed they give the full salary of Hospital Stewards like to those acting Stewards. But in this I hope to get along with the pay of a White man.
