Major:-

I have the honor to ask, whether as Chief Commissary Subsistence, Bureau, State Va. you will feel at liberty to allow the payment of rents for garden spots, for the benefit of Freedmens Hospitals, on the ground that they are necessary for the comfort of the sick, and as a matter of economy,- and cannot be provided in any other way. That we should have them is highly desirable, as they can be worked by convalescents in Hospital, and attendants when not otherwise employed, and will be highly useful in all respects.  If you have any doubt in regard to it, you will do me a favor by ascertaining the views of the Comm'g General on the subject.
