In Louisa County Court Decr Term 1865

The County Court of Louisa County now in Session hath this day received from the Overseers of the Poor of this County a Communication addressed to them by "O Brown Col. and Assistant Commissary of Freedmans Bureau &c" dated 20th November 1865 notifying them that there are twelve freedmen in Richmond from Louisa County now supported as paupers by the Federal Government and that they will be forwarded to said Overseers as soon as notice is received that arrangements have been made for their support. The Courts have to say in reply that no arrangements have been made as yet for the support of its Paupers. Nor can any levy be made till the Commissioners of the Revenue return their books - which has not yet been done. They respectfully submit that where freedmen left the County voluntarily and became paupers elsewhere they ought not be returned to this County to be supported. This County will have a heavy burthen to support the freedmen paupers residents of the County.
