In obedience to your order calling for a report in detail of all cases of "outrages committed" by white against colored citizens in this District since the "fall of Richmond" I have the honor to report that immediately upon receipt of it I sent orders to the several Asst Supts of the district, to forward without delay any cases of this nature which had come under their notice. As none of the complaints were made to me this was my only way of obtaining material for the report. From these reports I have been unable to find the record of a single injury done which could properly be termed an outrage. I have hear casually of unprovoked assault upon and wrongs against freedmen but whether the freedmen were restrained
