LRF 63 RF&AL Va 1866 Bureau RF and AL Office Sup't 1st Dist Va. Norfolk Va. Jan 20/66 Flagg, A.S. Capt., AQM and Sup't reports that in several cases the freedmen in his Dist have been contracted out for little or no compensation against their will by one Gray, former Sheriff of the County, states that Gray has been operating in several of the Counties claiming that the "Yankees" authorized him to do so. sets forth the necessity of troops to enforce his orders. recommends that he be allowed to organize three companies to serve without pay & arm themselves. Bureau RF and AL Hd. Qrs. Asst Com'r State of Va. Richmond, Va. Jan. 24th 1866 Respty referred to Brv't Brig. Gen'l Ed W. Smith with the request that a sufficient force may be detailed to arrest the Sheriff herein named for trial by Military Court and that men may be detailed if possible to preserve order in the section of country herein named O.
