B.J. Gray of Isle of Wight Co Va - personally appeared before me this 28th day of Jany 1866 made oath that the following statement contained in a communication to Col. O. Brown Asst Comr B. R. F & A L by Capt A.S. Flagg A.Q. & Supt, 1st Dist. Bureau R.F & A.L dated Norfolk Va Jany 20 '66 is untrue 

It appears this Gray has been operating in the outskirts of several counties, claiming that the "Yankees" as he calls the officers of this Bureau authorized him to do so. His method of proceedure, was to get a parcel of the citizens to go with him to a house and filling out one of our Blank Contracts for just what he was a mind to compel the Freedmen to sign saying that, if they did had not made up ther minds he would make it up for them, & with threats make them
