I have the honor to state that I am removing all the sick & homeless that the govt must support among the Freedmen in this County to Taylor Farm and in Princess Ann County to the Wise Farm where they can be better and more cheaply cared for and also to prepare against the sickness of the coming Spring - when we can get wood & good quarters with a trifling expense & when we can send rations by watter without so much ground transportation.  I design to make these two farms self supporting - I have begun already to move off these farms all who can take care of themselves so as to make room for the poor & aged & sick.  I am fitting up the Saw Mill building for a Hospital with wards for women & men who cannot be treated at their homes
