OFFICE SUP'T R.F. and A.L.
1st. DIST. OR VIRGINIA.
Norfolk, Va., Feb. 21st 1866.

Colonel
I have to request Pardon for this criminal carlessness in not sending in any Ration Return before I made it out (10) ten days since and supposed I had sent it, but it was filed away to send. My excuse is that I have been up o'nights till I am sick myself and can scarcly keep track of my business but shall send in all my reports today; I think we are hard at work to finish. You must take into consideration, Colonel, that I have been trying amid my other multifarious duties to make my Annual Qur. Mr. Returns These are now nearly completed not withstanding the sickness

I am Colonel
Your obt. Svt.
