Respectfully returned, The arrangement suggested within is approved by me. As Dr Greene AA Surg in charge of Freedmen at Norfolk & Portsmouth he is fully occupied — if some Physician near the "Farm" can be secured (one who is competent) to make the single weekly visit for $25 pr month I will approve it — otherwise I will authorize Supt Flagg to instruct Dr Greene to make the visit for the present  He will furnish needed medicines and instructions.
