Office of Asst. Supt. R.F.&A.L.
Tappahannock, Essex Co, Va.
April 3. 1866.

Capt. T. F. P. Crandon,
A.Q.M. & Supt. R.F.&A.L.

Captain;

I have the honor to make the following report as ordered by enclosed endorsement, in regard to John Fleet (col'd.) who applies for the restoration of his son, John Randall (col'd.).

John Randall (col'd.) was bound to James A. Goulder (white) by Lieut. Chas. H. Scott 11th Me. Vols, my predecessor in this Dist. and without the consent of John Randall (cold) or John Fleet who claims to be the father. It seems that James A. Goulder was determined to have the boy and got Lieut. Scott to bring up John Fleet (col'd.) and make him prove that he is the father of John Randall, he could not prove it to the satisfaction of Lieut. Scott, and it was proven that the mother was a woman of bad character, the boys looks did not resemble that of John Fleet who claims to be the father, and upon the grounds of his not proving himself to be the father, (which is almost impossible), and the looks or resemblance of the boy to the said father, he, Lt. Scott, confirmed his first action in apprenticing the boy to the said James
