Bureau of Refugees, Freedmen and Aban'd Lands. OFFICE SUPERINTENDENT 1ST DIST. VA., Norfolk, Va., March 3d 1866 Colonel, I wish to make a few statements to you of a nature too serious to let pass. McDaniels in Isle of Wight County is not fit to be employed in the Bureau and I want him relieved by some one else; he had better be sent home. He is a regular "Bummer" — Maj. Starr saw him in a dreadful drunken state and he is so often, I am informed. He is young and is of no value to me I rather get along without him; we dont want men in the Bureau now that disgrace it. He is inefficent in my opinion. Lieut. Hite is cutting up badly — drinks like an old sucker — gets crowds of Negroes at his office nights and with fiddler and wine get up a shameful "Hullubaloo" till long after decent hours. Now this must not be allowed I do not wish to Relieve these officers without notifying you before-hand but I know your mind on these questions. I have questioned the (over)
