Respectfully forwarded- As will be seen by the enclosed the Employment Office in Norfolk has proved a complete failure.  A large number of applications have been made for help, but no one could be persuaded to leave the city to work on farm. It will be seen also that a large number of women have applied for positions as house servants in the city, but that no demand was made for such employees. From this it is fair to conclude that there is a much larger number of colored people in the city, than can find employment. The remedy for this evil my superiors must determine, but I presume I have no authority to correct it.
