The amount levied on real estate per $100 valuation for the year 1865, was four (4) cents, but the amount raised from this source was applied solely to the expenses incident to the Processioning of the Land of the County, the comparative number of colored tithables with the white tithables is as 13 to 28. I am confident but a part of the colored tithables was assessed for last year, probably sixty five (65) per centum of the whole. Of the colored tithables assessed, 91 per centum are returned insolvent or delinquent, of the white tithables, 28 per centum are so returned.
