General:
I have the honor to forward herewith a copy of a letter from Lieut George H French Asst Supt for the County of Accomac Va, detailing the cases of double murder in that County, and the Summary vengeance of the people upon the perpetrator of the act.

I would refer the matter to you for such action, as in your judgement, you may think best to take. It seems to me that the parties, who hung the negro without due authority and a proper trial, were amenable to some law. I had, on the first intelligence of the murder being committed, telegraphed to Lieut French to turn over the murderer to the Civil Authorities for trial, but it appears that they could not abide the slow process of law and so executed the murderer without its forms.
