In reply to instructions from your Head, Quarters dated April 15, having reference to labor, I have to state as follows.

In all the Co's comprising this Dist, save those of Princess Anne, and Southampton, the supply of labor, is nearly or quite equal to the demand for it, and that, neither the Freedmen are at a loss to find work, or land to lie idle for want of it.  I enclose the report of Mr. Jackson, for Princess Anne Co. to which your attention is invited.

The Asst. Supt. of Southampton Co. thinks he can find employment for 20 twenty good hands, on farms, and half as many cooks.
