General

I have the honor to forward herewith certificates of indebtedness for William Wakefield and Copeland Rawles.

Mr. Wakefield was employed by Mr Johnston to take charge of the Pest House in Portsmouth when the Small Pox first broke out in that city; at that time there was but one Physician here, Dr. Green and he was so fully employed with the Pest House in Norfolk that it became necessary to have some one in charge at Portsmouth.  Mr. Wakefield was employed at the last price of $25, pr. month and has served faithfully.  This bill should be paid by Dr. DeLamater.  But if your approve it I will pay it.  Mr. Rawles was employed by Major Stone to bury an orphan child at Suffolk who died with Small Pox.

Please approve and I will pay it.
