Personally appeared before me a justice of the Peace for said County John J Wise & George T Garrison, (Known to me as men worthy of all credit) who being duly sworn, depose and say what the facts stated in the foregoing petition are true to the best of their knowledge, information and belief & that said Wm Fedderman does not come within any of the exceptions of the Proclamation of President  Johnson of May 29th 1865,
