Brown A.A.A.G. - through Bv't Major W R Morse Supt 4th Dist Va with information that the property which Mr Fairfax wishes restored to him is not in any way used by this Bureau. It is described in Par No. 6 & 7 Cir No 1 land department Richmond Republic. I do not think that Mr F's papers for its restoration are as complete as are required by Cir No 19 1865 from your Hd Qrs. I am not fully advised whether the atty's certificate to the effect that all cost has paid by Mr F. to the Dist Court is sufficient proof or not S. B. Smith Bv't Capt V.R.C. & Asst Supt
