U.S. Dispensary
Norfolk Va. Dec. 4. 1865

Surgeon,

I have the honor to report, that following facts. Last evening Gen Mann sent a prescription for himself, to this Dispensary, ordering it to be filled. My Steward & his assistant, refused to dispense it, in accordance with your direct Order of Nov. 2. directing this Dispensary to be opened "as a Dispensary for Freedmen, and for that class only, who cannot supply medicines for themselves. Genl Mann immediately sent a guard to arrest the Steward, who took him to the Hard Labor Prison, where he was confined all night, in the same apartment with the vilest criminals, in the very filthiest pig-sty of that establishment.

I respectfully submit to you, whether Genl Mann did not exceed his powers, in arresting & incarcerating & disgracefully treating my Steward for refusing to disobey your Orders, & I also respectfully request you to take the proper measures to bring Genl Mann to account, for his doings, in interfering with the Department, of which you have placed me in charge.
