Respectfully returned. The Chif of Police states that at Christmas time there was much talk of the negroes rising & that the Police were required to see that they did not gather in crowds. An order was issued by the Court of the County, to seize all arms in the hands of negroes. The guns seized have been restored. 

As this communication does not mention any names, either of the negro who was robbed, nor of any parties who have been disturbed by the police, a full investigation cannot be made. Neither is there any mention of outrages or disturbances in any locality under my charge. The information above mentioned was obtained from respectable citizens of Gates Co. who state most positively that no system of patrols have been instituted, & that with the exception of compelling the negroes to go to work, & get an honest living, they have not been interfered with by the Police.
