I have been informed by intelligent Freedmen (also White men) that the citizens of N.C. have established a system of Patrols and are patroling the highways to prevent the Freedmen from passing from one County to another and to search the Freedmen Houses for fire arms and ammunition and to take them away by force.

They have a guard stationed on all the public highways near the State line to prevent the Freedmen from coming into this state.

On the 22nd inst. this guard of six men stopped a Negro and robbed him of Twenty dollars in U.S. Currency and then threatened to shoot him if he went near the Yankees and reported it. I have no jurisdiction over the matter in N.C. therefore I respectfully submit it
