Colonel;

This will introduce to you Lt. Graves of the U.S.N. He is a personal friend of mine, and I know him to be a gentleman of integrity and business habits.  Any favors you can grant him will be highly appreciated by me.  He is desirous of obtaining a position in the Bureau, and had we more such officers as he would make, the Asst. Commr. would find his duties much diminished.
