I would respectfully submit that Robert Black, wife and family dependent freedpeople wish to go into the North and find employment. Two of their children are with their former owner, Berry Masters living near Richmond Va. He wishes to take her children from Richmond, into the North.

With a little assistance, (that will be given him) he can bear his own expenses to Rich & return, with his children

He respectfully asks transportation for Jo & Caroline Black from Rich, to this city - and then, will go with his whole family North, and the Govt will be relieved of further expense on their account.
