Respectfully returned with the recommendation that the transportation requested in this case be furnished. I am well acquainted with the facts in the case having been called upon previously by the grandmother of these children [[strikethrough]] to [[/strikethrough]] for the possession of one of them which was then held by Mr Marston who refused to give the child up. The children are now with their grandmother in this County. The father has gone on to Washington without the children, being unable to pay for their transportation. That the family [[strikethrough]] be u [[/strikethrough]] may be united and allowed to proceed North and the Government thus relieved of expense, I would respectfully recommend that transportation from this place to Washington D.C. be granted in the case.
