Sir:
The application of R.W. Jeffrey for the restoration of a house & lot No 29 on east side of Catharine Street in this city now under the control of the Freedmens Bureau was forwarded sometime since endorsed and approved (as I am informed) by the officer of the Bureau at this post.  As Counsel for the Petitioner, I take the liberty of addressing you on the subject and will thank you to inform me if there is any impediment in the way of restoration and if so, what it is, so that I may endeavor to have it removed.  I have heard it suggested that probably the delay is occasioned by a dispute between the owners of the property, and the present occupant in regard to the duration of his lease, but I presume the Bureau does not undertake to adjudicate questions of that character.  I have been told by gentlemen who have had business intercourse with you that you are always willing to afford all necessary and proper information
