Respectfully forwarded to Maj. Gen. Howard Com'r. The originals of these papers were sent to the Ass't Com'r of Virginia April 11th, 1866: Since that time, nothing has been heard from them.

Enclosed herein is a letter from Mr. Palmer to Albert Bethel (freedman) relative to his children. Bethel is highly endorsed as an honest, hard-working man. I recommend that Transportation be furnished the two children, Samuel and Martha, from Saltville, Va. to this place
