I have the honor to make the following report in relation to two children, in the possession of Mr Geo. W. Palmer Saltville Va.  One of the children is about 4 1/2 years old, and the other is about 6 1/2 years old.  Immediately on the receipt of the papers and instructions from the Asst Comr State of Va, dated Richmond Va June 21st 1866 I forwarded the papers to Lt B E Hess Asst Supt Marion Va, with instructions to investigate the case, and make report of the Same, he having no horse and not being able to procure any other means of transportation, wrote to Mr Palmer and after having waited a reasonable time for an answer and receiving none returned the papers,
