Sir,
The building situated on the corner of 8th & Broad Streets has been occupied by the U.S. authorities since the 3d day of April 1865, as a U.S. Dispensary, and the owner of the property Mr C. Thomas has never received one dollar for the use of it.  I now respectfully ask that you will order the rent to be paid from the 2d day of April 1866 at the rates allowed by the Board of Officers conveined in this City last year for the purpose of assessing the rents on property occupied by the Military authorities
