I have been to more expense than the amount of my wages due.  I have been prevented from going to my home, engaging in any business, or in any way to prevent my falling in debt and in my opinion no other reason can be assigned than the incompetency, imbecility or willful negligence on the part of Officers having the matter in  charge.  Whatever the cause may be it is ruinous to me and I respectfully request that some way may be provided whereby the Disbursing Officer may be induced to part with money due Employees, when they have used it a reasonable length of time.
