Colonel:
I have the honor to transmit herewith Charges and Specifications preferred against Brt Lt Col Henry L Chipman 29th U S Infy by AA Surgeon W H Gray, and which were handed me by the Judge Advocate of the Department with a view to ascertaining whether the same would be substantiated by the witnesses mentioned by Dr Gray.

Upon reaching this place I learned to my surprise that the Dr had been ordered on duty elsewhere. Accordingly nothing was left me but to see such of the gentlemen as proved to be at Yorktown at this time. 

Mr Geo N Simpson, the first person called stated "I am a connection of Dr Gray. Have seen Colonel Chipman when he has been drinking, not to excess, however, He did nothing"
