Charges and Specifications against 
Brevet Lieut. Colonel Henry L. Chipman 29th U.S. Infantry

Charge 1st: Conduct prejudicial to good order and military discipline.

Specification 1st: In this: that Brevet Lt. Col. Chipman 29th U.S. Infantry was in a condition of intoxication at a public store in Yorktown Va. on or about the 15th of October 1866

Specification 2d - In this: that the said Brevet Lt. Col. Chipman 29th U.S. Infantry has at various times during the months of October, November, and December, been intoxicated upon the streets, and in the public stores of Yorktown Va and being in this condition, he was a disgrace to the military service.

Specification 3d - In this: that the said Brevet Lt. Col. Chipman 29th US Infantry, was upon one occasion during the month of November last so much under the influence of liquor as to be unable to perform his duties as an officer - that he was absent from duty without placing any officer in command; having gone home,
