as was said by a Lieut. of his command, "Drunk". - that he was sought, several hours by a citizen (a Justice of the Peace) for the purpose of procuring a military guard to arrest certain persons charged with robbery and murder, and that he could not be found, and in consequence of the intoxication of the said Brevet Lt. Col. Henry L Chipman and his absence from duty, it became necessary to make the said arrests by a  posse of Citizens. this at Yorktown Va on or about the 10th of November 1866

Specification 4th In this: that the said Brevet Lt. Col. Henry L. Chipman 29th US Infantry was habitually in a condition of intoxication during the month of October 1866 upon the streets and in the public stores of Yorktown Va.

Conduct unbecoming an Officer and a Gentleman.

Specification 1st In this: that the said Brevet Lt. Col Henry L. Chipman 29th U.S. Infantry was at various times during the months of October, November, and December 1866 intoxicated in the streets and other public places of Yorktown Va. and thus disgraced himself and the military service. This at Yorktown Va on or about the 15th of October 1866 and on or about the 10th of November 1866 and again on the 8th of December on thereabout and on various other occasions.
